Employers Asked to Offer Jobs before Demanding Security Clearance


British recruiters are being warned against demanding that job applicants produce security clearances before offering them a placement. Asking candidates for clearance up front is a violation of the Cabinet Office’s advisory. The exception to this advisory is that clearance can be asked for in two cases only, namely, when the job is for a short term and/or the requirement is at short notice.

The Cabinet Office, the Recruitment and Employment Confederation (REC) and the Professional Contractors Group (PCG) have also been informed of the problem.

Tom Hadley, REC’s External Relations Director, said that except for sensitive contract jobs, employers had no reason to demand that candidates obtain security clearance prior to commencement of employment. He said clearance status should not be a deciding factor for offering a job to someone and added that once a person is employed recruiters could always wait for the clearance to come through. He wanted fair job opportunities for all contractors.

Hadley said the only time a job seeker should be asked for clearances up front is when a contractor is required at short notice or the job is for a short term. He pointed out that this was in line with the guidance of the Cabinet Office. Hadley also called upon all bosses to understand the needs of the contractors and added that employers must act cautiously before demanding clearance up front.

PCG’s Managing Director, John Brazier, said numerous freelancers found it difficult to get jobs because of injudicious demands for clearance. He asked all employers to stick to the f the Cabinet Office’s guidance as this would give them a chance to use the best talent in the market. He added that this would also benefit the contractors.
